The doctor uses only enough regenerative power to heal himself and transfers the rest into his hand.  This later creates another, human Doctor and also give Donna more brain capacity that either of the Doctors, which she uses to single handedly wipe out the Daleks from Darvos' lair.  Everyone goes their own way with Rose getting her very own Doctor and Donna getting her mind wiped.
